Mupdf is a pdf viewer for windows. It is pretty basic, but it has vim like keybindings.

To install, get zip file from:

mupdf.com/releases

Make a directory in "Program Files"

Copy extracted zip files into the new Mupdf directory.

You won't need to add to $env:PATH unless you want to run this application from the command line. It's only going to be used as a file association by right clicking on a pdf file and changing properties for Open with using the path to the file.
